How we are regulated

Like other housing associations, we are regulated by the Regulator of Social Housing Opens in new window (RSH) and follow the principles set out in their Regulatory Framework and Regulating the Standards documents. 

We welcome regulation as a useful discipline and understand that a strong regulatory rating gives comfort to our lenders, business partners and customers. 

RSH Standards and Tenant Satisfaction Measures 

The RSH Standards set the outcomes landlords must deliver. These focus particularly on the quality of our governance, our financial viability and how well we are delivering against the consumer standards.    

We are required to regularly collect and submit information to the RSH, including annual Tenant Satisfaction Measures (TSMs) - which now form part of the Transparency, Influence and Accountability Standard.  

TSMs include information from tenant surveys and from management information on areas including repairs and maintenance, complaints and engagement, respectful and helpful engagement and building safety. We have published our combined TSMs for the year to March 2024 and shared more detailed information in our two customer annual reports for 2023/24:

The regulator also assesses how we are managing our business by carrying out regular reviews, as well as programmed inspections of large landlords. This includes checking how we comply with the Regulatory Standards.  

Before we merged, both Sovereign and Network Homes held the highest governance rating of G1 and a viability rating of V2 - which means that, in the Regulator's opinion, we manage our business well and are in a strong position financially. (We are yet to receive a consumer standard rating as this was only introduced in April 2024.)

Legal services 

Solicitors in our Legal Services Department are Authorised and Regulated as Solicitors of England & Wales by the Solicitors Regulation Authority, SRA number 565699.

Financial Conduct Authority (FCA) 

We are also authorised and regulated by the Financial Conduct Authority under reference number FRN 784290 to provide Limited Permission lending and debt counselling on a not-for-profit basis. Details of our FCA permissions can be found on the Financial Services Register. Opens in new window
